No need to include race in it. Its a simple item.. If you have a relatively low income but a decent or nonexistent credit history then they apply and get the loans. The loans in most cases would not cover the entirety of the cost.. you still have to be resourceful and get a job and such. Make it a stricly numbers game based on grades (forgot this last time), income, and credit history. Students have little income and few have long term established credit. It should be based in part on major. Society only needs so many gender studies grads, mainly to teach the subject to future students interested in the same twat gazing that preoccupied the applicant.
