When those sites were first selected, they met two criteria: They were away from any source of artificial heat, and they were not too hard to access. They now meet only one of those.
As far as it being the rule, the only rule is that a great many of these measuring stations are now in urban heat islands. Urban centers themselves are light years from "the rule." Urban centers are actually quite rare and insignificant, relative to the millions of miles that are NOT urban centers. 70% of the earth is water - none of that is urban center. I don't believe there is a single urban center anywhere in the rocky mountains. The urban centers on the great plains are tiny islands in a relative wilderness.
We could start over, and have some meaningful measures at some intermediate future date. But the data we are getting now require so much massaging to make them meaningful that the margins of error get compounded as we apply the massaging. There is no meaningful signal coming from the measuring stations of yesteryear.

I was put into a cubicle bay with some fellow engineers. The big guys had a row of offices with a view.
I took a shoe box, painted it black and glued a white plastic lid on the front.
Then stuck a piece of clear plastic inside the lid for "lens".
Faked a logo and mounted it near the ceiling.
With a piece of wire jammed up into the ceiling tile, I had a 'camera' pointed at the bosses.
Took them two days to notice it and threaten to start firing people.
Then they sent security in to remove the 'equipment'.
It was right over my head and they never figured out who did it.
That was when I really knew who I was dealing with...
