Thats the justification.

The reason is they are running low on arty stocks.  

These are 50 year old cluster bombs.  25 will be duds.

And the kicker is how many...100,000.   2-3 weeks worth

If only they stayed "duds"...
Wasn't it the ones that didn't detonate, then "found later", that really soured this weapon?
Like land mines blowing up Grandpa and his grandkids while planting potatoes after the war.
Horrible, random destruction after the fact visited upon non-combatants.

Just like when the UK sent a tranche of depleted Uranium shells.
Thank God Russia found and destroyed the ammo depot.

Everyone is talking about the new wonder weapon that will clear Russian trenches without a sweat. The thing everyone is forgetting is that as soon as those munitions are delivered to Ukraine Russia will start using their huge inventory of cluster munitions as well. This isn’t gaining an advantage, it’s gifting Russia a precedent.
