National elections aren't run on or won by popular vote...so that's completely a non-issue. The last truly decisive victory in popular vote totals a Republican has had was Reagan in 1984.
The GOP won the popular vote again in 1988, and just barely in 2004 (one state margin) and Democrats have slaughtered Republicans in the national popular vote since.
All that saves the GOP is the electoral college, and not for long.
What the Republicans need is another Reagan.

California is so Democratic we outnumber the Republicans two to one.
So we have ranked choice voting.
In the primary there might be seven parties and 15 candidates on the ballot.
And the two Democrats face each other in November.
