Their roles in government have ZERO influence on the public and exist ONLY to serve Congress and/or the SCOTUS. They do not create policy or administer laws OTHER than their mission states. They make NO rules and make NO regulations. They are NOT considered a part of government that is going to do ANYTHING like the Agencies of the Administrative Branch can do.
