imagine the logistics behind counting paper ballots, absentee ballots, and military mail-in votes for a state like CA. You can lie to yourself and think it would go perfectly smooth at every instance but all that have left the basement know that it would be slow and error prone due to humans being humans.

You want to know how a business man would do it?
Divide the large totals, you get smaller manageable numbers, administered by your bean counters.
After all,  every ballot is looked at now, according to maineman.
The system is in place now, they are called precincts......a division of a city, which is a division of a county, which is a division of a state......are you catching on?
