Precisely.  Even John Sopko, the man in charge of SIGAR, is not opposed to continued humanitarian assistance to Afghanistan, and he acknowledges that the funds are not being sent to the coffers of the Taliban, per se, but that better accountability procedures need to be in place to make sure that those funds are not surreptitiously diverted TO the Taliban.
