The moon is just as inhospitable.

Two reasons: 

1. The moon can be in reach for other nations as well. They will certainly fight us for land and all of that crap. If we get Mars, then we wouldn't have to worry about other countries occupying it, because their technology would be way too far behind. 
2. Mars is larger and has at least a thin layer of atmosphere. It would be easier to make it more hospitable than the moon.

Can't they just have the astronauts moving body parts work against rubberbands and use water filled weights strapped to the body...?
I'm against this sort of space exploration "just for the Hell of it"...btw.

Yes, if we are going to devote these kinds of resources; I think it should be more than a vanity project for a few peop!e.

We need to rebuild roads, railway, bridges, etc.  We need to build infrastructure here; not on Mars.
