Have “alternate electors” meet on the proper day the actual electors met, Dec 14. Those alternate electors would file their votes with the Nat Archives. This happened.

But, there is a statute that if by the fourth Wednesday in December any state has NOT submitted an elector slate (called Certificate of Ascertainment) the VP requests one.
Part A of the Pence Card was for Pence to inquire on December 24 and pretend the seven states had filed false certificates void due to voter fraud.
