It's not that Trump couldn't afford it, but that it's most likely just how it's done.
I know that's how it is in TN.
Once the bond has been set, either the defendant, a friend, or a family member can pay the full amount of the bond. If no one has enough money to pay the full bond, a bail bondsman can step in. In this case, the amount to get the loved one from jail is only a small percentage.
