There is a de facto war between Russia and Ukraine but civil aviation still operates in Russia.
Russia can’t shoot down a civil fight full of people. Putin would become a wanted man all over the earth. He could never leave Russia again.
But if Zelensky was such a fool to fly in his own Ukrainian mercenary group plane Putin could lawfully order an enemy leader killed.
