he made the choice by getting in front of the car and aimed a loaded gun at her. he put himself in danger.

She's parked in a handicap
She took the plates off her car.
And when told to get out of the car she refused.
And then she tried to speed away...
"Yeah...but the cop shouldn't have blah blah blah...."
She made a choice and it led to her death.
he made a choice against proper procedure and he will end up losing his job and maybe worse.
