the officer who shot her was arm's length away, giving him enough time to shoot. they wanted her to drive so they could shoot her.

How about it was a case of the cop figured the lady wasn't insane enough to try and run him over if he stood in front of her car, and was wrong?
That sounds like a more logical scenario.

the assumption that underlies every situation is that they could have let the suspect/person go and simply pursue them later. My rebuff to that is that if you take the urgency out of dealing with the police... will anybody comply. If you can simply drive or run away freely and they will simply come for you tomorrow...why would you follow their directives. Yes, some take it too far (Philando Castile as the best example) but those are the outlier.
