I’m not yet convinced the first cop was in on this.
Think of the sheer depravity of mind it took to aim that pistol and see the frightened eyes of a young girl through the windshield and just kill her like she was garbage in a trash heap. That requires a level of evil few people possess.
This is a clear cut death penalty case, for the shooter.
If Kenneth Parker does not seek a federal death penalty here Joe Biden should fire him. That’s his duty.

After the Civil War the South still got to appoint armed sheriffs. These sheriffs more or less had immunity to murder freed slaves and claim they were felons.
There’s an old joke where the Southern sheriff is called to a river where a black man has been fished out wrapped in a log chain.
The punch line is the Sheriff says how dumb was that XxxxX to steal a long chain and try to swim that river.
The federal government passed several Anti Klan acts that provide for a federal death penalty for state officers acting under color of law depriving citizens of life, limb, or property.
It made a few Christians out of racist Democrat sheriffs in the South.
That policeman in Ohio looked a pretty young girl in the eyes the distance of a car hood and flat out executed her, in cold blood.
His left hand was on the hood. He was not afraid.
Afterwards he stepped aside.

it was like clock work. the first officer motioned the second cop to take his position and in a second the second cop went to the front of the car.

She had a gas pedal she could have floored if she wanted to run him over.
Understand, every cop is trained and basic human nature tells everybody, that when there is a NON CUSTODIAL car stop in a CROWDED PARKING LOT the gun stays holstered.
If she was guilty, the cops would have taken the booze as evidence and she’d get a ticket and she’d have been home in an hour. A month or two later she’d have paid a fine, maybe online.
All these factors spell a hatred for women who won’t comply with orders to an extremely pathological level of sheer, depraved evil.
The shooter had some horrible grudge against women.
He went where he was not supposed to be.
He pulled a gun when he under no set of facts could pull it.
And he put his left hand on the hood, aimed his pistol at a pretty young set of eyes looking at him, and cold blooded killed her, using non compliance as an excuse.
