He's 76 years old. And, not a very popular Republican. His spat with Trump was dumb. Dumb on his part, and it didn't bode well with other Republicans who supported Romney in the past. Furthermore, Romney doesn't believe the Republicans will re-take the Senate, so there wouldn't be much for him to do.
