Controlling the Senate means you have 60 votes to effect CLOTURE. When a Senator decides he won't vote for it, he can FILIBUSTER any bill out there. So there was NOT 60 Republicans at the time, ASSWIPE!! And Schumer said he would FILIBUSTER any spending on the wall.

On November 21, 2013, Senate Democrats used the nuclear option, voting 48–52 to overrule a decision of the chair and set the cloture threshold for all nominations, other than those to the Supreme Court of the United States, at a simple majority of senators present and voting.

Perhaps - to control our border - republicans could have played a bit of hardball?

 The Trump administration’s budget proposals ask for $4.5 billion in fiscal 2018 and another $3 billion in the fiscal 2017 supplemental request to pay for a border wall and hire more immigration and border patrol agents. The Department of Homeland Security has already begun seeking bids for the first phase of the wall along the southwest border with Mexico, estimated at about $600 million.
