You know, because covering up windows so no one can see what you're doing, is how people who DON'T cheat, act.
It wasn't cheating. It was done, in many places with bipartisan support, as a public health measure and those rules did not favor one party over the other.

I would ride my bike after school to the Poles, being careful to keep the hair on my legs out of the spokes. When I wasn't working as a shoe shine or a life guard or a car assembler or an airline pilot or a school teacher or a lion tamer, I watched Poles.

I would say that, perhaps, the people putting up those panels were doing so to prevent gawking, unauthorized bystanders on ONE side of those windows from observing and recording the authorized poll workers AND authorized poll watchers on the OTHER side of those windows as they performed THEIR legally mandated duties. Having been a poll watcher on several elections here in Maine, I have never been kept on ONE side of a window while ballots were being counted on the OTHER side of that window. I can, however, understand how election officials would try to keep a rowdy partisan crowd of unauthorized folks from turning the place into a public arena by keeping them on one side of a window and restricting their view through it.
Are you certain that is not what those images have captured?
