are you suggesting that the poll supervisor does not have the "authority" to have plate glass windows blocked that would allow potentially large crowds of onlookers to view the voting process and to, perhaps, photograph poll workers and observers?

I would say that, perhaps, the people putting up those panels were doing so to prevent gawking, unauthorized bystanders on ONE side of those windows from observing and recording the authorized poll workers AND authorized poll watchers on the OTHER side of those windows as they performed THEIR legally mandated duties.  Having been a poll watcher on several elections here in Maine, I have never been kept on ONE side of a window while ballots were being counted on the OTHER side of that window.  I can, however, understand how election officials would try to keep a rowdy partisan crowd of unauthorized folks from turning the place into a public arena by keeping them on one side of a window and restricting their view through it.

In order for there to be an enemy, there has to be a war.  China is not our enemy, and if the CJCS felt the CINC was deranged and a traitor to the Constitution, as he had pretty much proven himself to be when he demanded that Pence "do the right thing" and overturn the election, giving them his assurances that any preemptive attack in the next two weeks would be as a result of Trump's derangement.... that would have been an effort to support and defend the constitution from a clear domestic enemy of it.
