If he had attempted to take any preemptive military action against China in those last two weeks, it would have been taken by someone who was clearly a domestic enemy of the Constitution, and THAT is the first and foremost loyalty that any officer in the military has... not to the president. As a matter of fact, the oath of office for commissioned officers does not even MENTION the president... only the Constitution.
