Under what power can Biden change immigration laws in this country, and just decide he can allow illegals from these countries into America?

They legally applied for a specific program that allows people to sponsor family members that have applied for entry.

They aren't illegals.  They are legal migrants.  They have to apply in their home country, and are picked up, and supported, by the family members that are sponsoring them

Melania's parents emigrated here under a similar program.  
 
The centers will also process family reunification applications, a program already available to Cubans and Haitians that will now be expanded to nationals of Colombia, El Salvador, Guatemala and Honduras, U.S. officials said. The program allows certain migrants with U.S. relatives to enter and work legally while they await their U.S. visas.

No, they are not legal.  Joe Biden does not have the constitutional authority to change U.S. immigration laws. 
You and Joe Biden are traitors to this country, and are literally trying to destroy it.

THE "SO-CALLED" SPECIAL PROGRAM, WHICH WAS NEVER PASSED THROUGH CONGRESS, IS BYPASSING TENS OF THOUSANDS OF PEOPLE ALREADY ON A LIST TO LEGALLY ENTER THE COUNTRY.
