CONSTITUTIONAL AMENDMENT XXIII This 28th Amendment to the Constitution of the United States shall be known as the Balanced Budget Amendment.  Because Congress has been incapable of passing a budget and has gone into debt year after year spending more than it receives in revenue, this Amendment seeks to force Congress to spend only those funds for which it receives in revenue in any given year.

• Congress shall pass a budget for a given calendar year by December 23rd of the preceding year.  If Congress fails to pass a budget, all members of the House of Representatives and Senate will be subject to recall by the voters. A recall vote must be held by February 1 in any year that Congress fails to enact a budget.  Any member of Congress who receive 30% of the votes positive for "recall" shall be replaced by general election to be held no later than July 4 of that same year.
• Congress shall no longer be permitted to engage in deficit spending.  All budgets must be balanced with annual revenue less than or equal to annual expenditures. Any budget which in any way causes deficit spending shall subject all members of Congress to recall proceedings as set forth above.
• Congress shall not be allowed to increase taxes on American Citizens to balance the budget without holding a special election to receive the approval of the Citizens to increase taxes for the purpose of balancing the budget.  Any increase of taxes shall require 65% of the voters to approve.
• In any year that Congress fails to pass a balanced budget, expenditures shall automatically be reduced to 50% of the prior year, across all agencies and programs.
• Beginning on the 5th year from ratification of this 28th Amendment, Congress will be required to include in its budget a line item expense to pay down the National Debt Principal over a period of 30 years. Failure to make appropriate provisions for paying down the National Debt shall subject all of Congress to recall proceedings.

This is what they call "Austerity" in Europe, boys and girls.  But, it's what America needs.
 
 

So you favor spending time on something that has absolutely no chance of coming to a vote in either chamber of Congress, much less actually making to the voters for ratification.

Absolutely.  This should be a front-and-center issue with all voters. Congress is unwilling to solve the problem.  It needs to be solved.  We are already in deep ****.  And, we are sinking fast.

Believe it or not, we were able to get Congress to eventually ratify a constitutional amendment stating that any salary raises they vote for themselves won't take place until the next election cycle.  At least this can now be a campaign issue. 

Constitutional Amendments take time.  Lots of time.  But, we need to be willing to be bold about what we want and very persistent.

Look, even the resident Russian doesn't want America to have a balanced budget amendment.  Why?  Because that would make America strong as a prefect lab-grown diamond.

That would be my preference, but that isn't going to happen.  Feel free to introduce a bill for that amendment.  It is certainly the prerogative of a member of Congress to submit any bill for consideration.  Just don't be overly disappointed when it doesn't even get discussed in a committee.  I would vote to ratify...but won't have the chance given my age.

And the amendment you reference was done is a completely different world from the one we live in now.

The Amendment I reference is a start.  Its short and effective, and harsh.  I acknowledge that.  But, it must be harsh on Congress if it is not going to be ignored.

This is how it gets done.  Something short that everyone can read and understand.  I believe that nearly everyone agrees we need to have budgets and they need to be balanced.  We can't keep going on the way we're going.

It takes lots of people shoving a constitutional amendment in front of the noses of each and every candidate running for Congress, to eventually make this happen. The alternative is Congress and Joe Biden reaching into all of our saving accounts and raiding them.

You may be right.  But dollars to donuts there's a caveat to that sentiment.

Related story.  Years ago a good friend was President of the school board in our ISD.  He asked me to serve on a citizen committee to redraw school boundaries as the district was building several new schools (all levels)...side note, if you're ever asked to do that, SAY NO.  The overwhelming sentiment in the district among parents was we needed to balance the number of kids in the schools and position them for expected growth in the various areas of the city.  Sounds good, right?  Oh hell no.  The moment you start discussing moving the boundary of an existing school, the parents of the students who would have to change school start screaming like banshees. They want students move to new schools, but not their little darlings.

I suspect the same is true when it comes to cutting to balance a budget...just don't cut MY pet area(s).

Eventually some Congress is going to get stuck with the hot potato.  We all know this needs to be done now.  And, I support those who will try to do it.

China is a house of cards. I wouldn't want to live there.  I refuse to invest in China companies. Not on moral or patriotic grounds.  But, because their numbers are **** and the government interferes with their success whenever it wants to.
America has its problems, but much of that can be cured with a Republican President, Senate and House.
