Agreed... Hamas has always used Mobile Launchers, to fire ordnance from densely civilian populated locations such as residential neighbourhoods, hospitals, schools, Mosques etc for 2 purposes..... One being to deter/limit Israel from retaliatory strikes on these firing points -- and the other as you pointed out, is the propaganda value of any civilian casualties incurred...
