The civilians living there had been warned for over 2 weeks to clear out as Israeli forces were gathering on the Border in preparations for their operations to begin... You can hear recorded examples of this in the Vid I provided where an IDF Rep is on the phone with residents of such specific buildings telling them to evacuate..
