That would depend on when you believe a country comes into existence. If you believe it is when a group of people declare their independence from "an oppressive" government (which hasn't happened in the Gaza Strip), then they started out as civilians and turned into a military...at least in part, there were still civilians fighting. Just Hamas...no. Polls have shown they don't. However, polls have shown equal support among those residents for Fatah. Add the support of those two together and the support of residents on the Gaza Strip for know terrorist organizations approaches (or surpasses) 60%...depending on the poll.
