DEFINITELY HAVE THE LEARNING DISADVANTAGES, BUT LOWERING THE STANDARDS FOR GOVERNMENT AND STATE JOBS AND THE MANY PROGRAMS FOR MINORITY QUOTA HIRING WAS A TREMENDOUS BOOST IN EMPLOYMENT FOR THEM
