To derail your agenda, you can fill a above ground storage tank(50,000 bbls) in about a half a day, maybe a day with a large pump, it takes weeks to fill a much smaller storage tank with a pump jack and a sucker rod. Get over it.

You will find he never answers and questions - he's a real slime ball.
He works extremely hard to EVER avoid taking any position he can be held to - and on the rare occasion that you can get him on record, he will simply change positions when you corner him (easy to do, once you get him on record). He is as shameless a horsson as ever sidled up sideways with a smeg-swallowin' grin.

price of oil: depends where you are. say the world price is $73. if you are allowed to buy it. then comes to transportation cost. in some areas massive tanker insurance cost. then comes all those different taxes. everyone has a different front door cost..

Oil in it's natural reservoir takes more time and energy to extract and process than oil that just sitting in a storage facility.
Plus, the oil in the SOR is supposed to be for our exclusive use, and not part of the global supply... at least it used to be o thought.

The point of the SPR is to protect against an interruption of supply....that's not a meaningful threat at this point.
