What is the sense of pumping it from one domestic hole to store it in another? There is no urgency to do so now...
The point of the SPR is to protect against an interruption of supply....that's not a meaningful threat at this point. Oil in it's natural reservoir takes more time and energy to extract and process than oil that just sitting in a storage facility.
Plus, the oil in the SOR is supposed to be for our exclusive use, and not part of the global supply... at least it used to be o thought.
