Who is "they?"

A thread post got me thinking about the word "they." You hear that word all the time. "They" don't want you doing that. "They" will disapprove. "They" will have you vote for who "they" want.
You hear terms like "the powers that be." You even hear employees refer to their own companies as "they."
So who is "they?" I hear about the so-called "jew world order." There are the "economic elites." There is just the abstract "they."
Is there anyone who really controls the world? Even elites at world economic forums have their disagreements. If jews completely control the media and academia, they why are voices for Hamas so strong? Is this a difference among the elites?
Or, is the world just too big for any one group to control things? George Washington referred to God as "providence." Perhaps providence is in control.
