The point is, if you don't replenish it...the next time there is a need, very little will be there. What would we do if there is a major explosion at the Jamnagar refinery in India. Oil refineries have accidents and blow up (and it's not like the risk of sabotage from political upheaval in the area is non-existent). That refinery produces (on average) 1.24 million barrels a day. That plant goes off-line for an extended period and we will need our strategic reserve.
