You are a member of the public that has no real understanding of What AI is and how advanced it really is or how it went from being a compartmentalized black budget program decades ago to being used by our military industrial complex while also being used by many corporations that could and did pay the exorbitant amount of money for the knowledge either directly or by hiring the pioneering engineers indirectly.

The point is, if you don't replenish it...the next time there is a need, very little will be there. What would we do if there is a major explosion at the Jamnagar refinery in India. Oil refineries have accidents and blow up (and it's not like the risk of sabotage from political upheaval in the area is non-existent). That refinery produces (on average) 1.24 million barrels a day. That plant goes off-line for an extended period and we will need our strategic reserve.
