It is pretty clear by now that Israel will not attack Iran, the US has told them that they can't do that. Plus, they have their hand full trying to exterminate Hamas. I think it is pretty obvious that driving 80% of the people out of Gaza is no going to make the people of Gaza want to be ruled by Israel.

Should Israel wait until Iran nukes Tel Aviv first and then hit back?

I don't know, but if a punk with a baseball bat is shaking said bat at me and telling me he's going kick my *** with it, I'm gonna try my best to make the first move on his *** before he gets the chance.
What I'm hearing is that you would wait for the head shot and then retaliate... maybe... if you were able to.

I taught my kids how to deal with bullies
But it didn’t involve destroying the entire school
