I get the logic put forth in the OP. However, it is short term thinking for a long term problem. Giving money now does not change the reality that makes someone want to move from Guatemala to the United States. Drug Cartels, corrupt officials, no infrastructure, not valuing education.. all are issues that takes decades or centuries to resolve.
