I am going to disagree with you here.  A majority of senators present is required to pass a bill.  If 50 vote in favor of passage, and 49 vote against passage and one abstains, there is no majority to pass, and there is no tie to break so the VP cannot cast a tiebreaking vote.  Ergo, the measure does not pass.

Plus I got dozens of bags of rice and beans in airtight containers

I watched a video on the Bradley Fighting Machine.  The narrator the gun (25mike mike with special rounds) on it was so powerful it could go thru a APC or a tank and the kinetic energy would still let the round go thru another one.  I am not scientist but that does not sound right.  Because once the projectile hits something the type of energy that is pushing it has to turn into another type of energy.  Even if it is only a goes down cockhair and the round slows down 100 MPS because it has met resistance.
