Rent seeking (RS): a primer
Before I answer that question, let me reiterate a point I have made for many years.
Any society that wishes to prosper in the long run must minimize the amount of "Rent seeking" taking place. Now if you look up the definition through Wikipedia, Wiki will say that rent-seeking means using the government in order to grant you favors/privileges. However, that's an insufficient definition.
A better definition of RS is what National Socialist poster extraordinaire Mefobills calls "sordid gain." When a transaction takes place between two parties, there is usually the expectation of parity. I pay you something, and you pay me back something roughly equivalent in "value".
Due to market inefficiencies (as well as phenomena like price discrimination, currency fluctuation, wage arbitrage, one party simply being better at negotiating/communicating/deceiving/using slimy sales tactics, etc.) of course, there will always be some sleight-of-hand going on and one side will "get ahead."
They will continue "extracting" value from society while providing nothing comparable in return.

However, what is never explained is why this happens. When there is indeed some kind of organic change under way, oligarchs, of course, will resist by whatever means necessary. They will use their corrupt influence to skirt laws, spread all sorts of propaganda via media outlets, and use kangaroo courts to elicit outcomes favorable to them.
Such undertakings are hardly rainbows and sunshine...but when you're dealing with "seriously entrenched" interests this is the price you pay.
(Sadly, American "quarterwits" don't seem to be able to understand this.
