If there are more jobs filled in the work force and all of the following are true;
The long-term unemployed changed little.
The labor participation rate is unchanged.
The employment-population ratio changed little.
The number of people wanting to work and not in the labor force changed little.
Tell us who is left to fill those new jobs. The population of working age people can only be divided into a few groups...those working, those wanting to work without a job and those not wanting to work. According to the organization cited in the link IN YOUR OP, two of those groups saw little change in their situation...that only leaves one group.
