Trump had ordered a 15 day shutdown and encouraged businesses and schools to reopen after that, despite many state governors (most of them Democrats) who insisted on staying closed for many months.
States have the right to decide for themselves whether to close or not, so each STATE is responsible for their own loss of jobs.
