Hur's report is actually more damaging than an indictment would have been... and I think Garland was instructed to release Hur's report as written on purpose.

The establishment clearly wants a different candidate up against Trump at this point.
 

I think you're right about that, Garland must have known what would happen when he released Hur's report, no way he would do that without being told to do so..
