Such language would not be upheld by a conservative supreme court.  However, it was a good catch on Vance's part, or should I say some staffer who works for him (politicians are low-IQ idiots who are somehow capable of speaking and looking the part - some geeky staffer found this).

It basically states that if Trump wins the WH in 2024 and tries to cut funding for Ukraine, then it's an impeachable offense.
