It's pretty obvious that the optimal time was in 2020....but Covid got in the way.

It is pretty obvious he didn't.  At the beginning of COVID would have been optimal.  The world was already in a state of panic.  Take advantage of the chaos.  It was coincidental distraction that he could have taken advantage of.
