Trump used Executive order and Title 4, an Executive Health Order. You can't close the Border long term using an Order based on Health.

Trump’s policy was challenged in court and anything like it today would need Mexico’s cooperation. Trump was able to win that help by threatening tariffs on Mexican goods, but Mexico’s government has since vowed to reject any restart of the program. Supreme Court determined in a 5-4 opinion that requiring Biden to keep in place policies that infringe on his ability to enforce immigration laws and shape foreign policy, given the policy relied on agreements with Mexico.A section of the Immigration and Nationality Act gives the president authority to “suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate.” Biden undid that. President #2 DOESN'T campaign on opening the border (because he knows that's political suicide) but he's elected and DOES throw open the border KNOWING FULL WELL THAT IS NOT WHAT THE VAST MAJORITY OF AMERICANS WANT, then in the desperate need to counter his record low polling numbers prior to the election, he releases word that he's CONSIDERING possibly closing the border at some unspecific point AFTER LYING TO YOU FOR OVER 3 YEARS THAT THE BORDER WAS SECURE ALREADY!  And yet HE'S the one who you find MORE believable DESPITE all his lies to you in the past, while you have to realize he's probably just lying to you again now, and will open the border once again IF he gets re-elected!
