There was a case because Grifty had attested to financial statements which were riddled with misrepresentations. There is a NY law that says any ordered payment in a civil trial in the State of NY MUST BE PAID IN FULL BEFORE an appeal of the ruling is EVEN CONSIDERED.
In other words, Trump has to pony up the cash before he can appeal... and the State can hold the cash for as long as the appeal takes, IF it's even considered.
This is the same kind of **** the Colonials took up arms against the King for doing...
