He brought up the availability of public transportation in even little towns (like the one we live in.)
In Russia drunk driving gets you 6 months in jail automatically.
So, I said that probably enables alcoholics and that stiff immediate sentence is worthless.
He paused and basically agreed that public transportation could be a factor.
Drunk driving isn't a big problem but just plain drinking is rampant.
