I am going with the Clintons. They don't just lie, they make lying look like an art form. They were skilled at it. They treated lying like a badge of honor and they worked hard to perfect it. People lie for a lot of reasons. The Clintons lied to gain advantage or benefit, protect others, enhance their self-image, control information flow, and because they were just simply pathological. 

They laid the foundation of lying for the progressives. Yes, the dims have always been this way, but the Clintons shaped it to a formidable machine.
