not at all.  You mail them out to registered voters at their address of record, they fill them out and return them. easy peasy.

sealed and signed by the registered voter.  Several states vote that way exclusively and there have been no instances of systemic fraud.

Joe Smith lives at 123 Elm Street.  You send a ballot to Joe Smith at 123 Elm Street.  He fills it out, sticks it in the supplied envelope, seals it, signs the back of the envelope and mails it off.  The town clerk compares the name, address, and signature to the voter file, records the vote, and keeps the ballot on file.

If someone raided Joe Smith's mailbox at 123 Elm Street, stole his ballot, and attempted to vote for him, Joe Smith could call the town office and ask them where his ballot was.  If they told him that he had already voted, that would initiate an investigation into voter fraud.  It does happen, but not very often.  https://www.washingtonpost.com/politics ... story.html

He needs to contact the town office and let them know he has had a change of address.  Like he needs to notify anyone else who routinely contacted him at 123 Elm Street.

No means to contact anyone and not a high priority.  He is in survival mode

So a ballot is sent to him on elm street the new resident is a democrat party official.   He votes the ballot seals it signs it mail it in.   Not very secure nor legit

1.  What if the new resident were a republican party official?  What happens then?

2.  Why would ANY official of EITHER political party risk doing time behind bars for one vote?

There is nothing rare about voter fraud. 
That's why democrats made it illegal to investigate voter fraud.
