Collie's do have a high prey drive and will chase any animal, whether large or small. This is not necessarily to hurt it, more because they feel the need to. Nonetheless, it is important for the Collie to understand the 'recall' command, and obey it instantly, otherwise they cannot be let loose around livestock

Good question..I wonder the same. I would need to read that part of the book to form an opinion.
Some years ago a young Golden Retriever would "magically" show up on my land and he really was a lot of fun.
Problem is he chewed up $100s of dollars worth of garden hose and he chewed the corners off of my cedar porch railings and stairs. 
I hated to do this but I shot him a few times with a BB gun to discourage him from showing up at my place.
At that time my closest neighbors lived through the woods 1/2 mile or more away so I had no idea who owned this guy.
I let my dogs roam too.

I like border collies. they are closer to wolves that is why they are smart. they get trained by  people who know the **** what they are doing,
