The story always was it attacked her neighbors chickens.  It just was rarely mentioned by the media.

 40-34-2. Liability of owner for damages by dog disturbing domestic animals--Property subject to execution--Violation as misdemeanor.Any person owning, keeping, or harboring a dog that chases, worries, injures, or kills any poultry or domestic animal is guilty of a Class 2 misdemeanor and is liable for damages to the owner thereof for any injury caused by the dog to any such poultry or animal. All property except such as is absolutely exempt, is subject to execution issued upon a judgment for such damages and costs.

Cricket was just a 14-month-old puppy. If Noem couldn't train her, she should have taken it to an animal shelter where someone with a modicum of patience could have adopted her and given the puppy the love and training she needed.

I lived near a doper like you 30 years ago who was running a meth lab from his house.
He had a wolf hybrid and a rottweiler, both dogs were extremely aggressive and a nuisance to the entire neighborhood.
On my walks with my dogs and the neighbor's dogs that tagged along we were ambushed by the Doper's dogs enough times for me to take matters into my own hands. 
I took an old broken garden hoe that still had the steel hook attached to the handle and sharpened it,
I ground a barb into the hook too.
Next time we went for a walk the rottweiler ambushed us from the bushes and I sank that hook into that dog's back as hard as I could. The dog lurched back, which made what was only a deep puncture wound a gash that ran the length of it's back. 
The Rotty didn't die right away, I got to watch it die slowly as it laid on it's Crackhead Master's front lawn during the days that followed.
The Wolf Hybrid saw what happened and I wondered if it had learned not to **** with me or my dogs.
It didn't **** with my dogs any more, but it was still picking on my neighbor's dogs. 
I drove past it every morning at 5:00 AM on my way to work and so I trained it to expect me to toss it a kielbasa every morning.
Eventually that dog was waiting for me to throw it a kielbasa and I could see in the rear view mirror that the dog was wolfing it down immediately.
There were no other dogs present at this hour, so I felt confident that no innocent dogs would be harmed by my next move.
I loaded up a kielbasa with some old #11 Xacto knife blades for the POS wolf Hybrid to gorge on and that's all she wrote.
The Crack Heads must have got the message because they never bothered to replace their Attack Dogs. 
I love dogs but that was a time when action needed to be taken against a pair of deliberately trained attack dogs that some piece of **** like you allowed to run loose in   my neighborhood.
