If you are running deficits and can't pay your bills then cut even more revenue while running a deficit you create bigger deficits.

No...it doesn't.  Spending is mostly controllable...revenue is almost completely outside the control or any organization, public or private.  Spending causes deficits and debt.  If revenue falls short, spending should be cut to the point it is less than revenue.  That is basic business.

Accounting can result in different treatments of almost every transaction in a business.  Business (and operational) decisions should be based on what is best from an overall business perspective, then let the bean counters determine the best way to account for the results.

If you already dont have the money to pay the bills. 

Mraning running a deficit. 

Then you cut the money coming in tgat already couldnt cover the bills then you run higher deficits. 

Which becomes debt.

Not if those "loop holes" are written into the tax code. The only thing he can change is the degree of aggressiveness with which the IRS enforces the varies parts of the code.
