If you don't have money to pay the current bills...STOP SPENDING MORE. In fact, cut you current level of spending.

When revenue increase, increase your spending. Like it or not, tax cuts can result in additional tax revenue. If an increase in revenue happens will depend on many economic factors around the world.  Similarly, increasing taxes can result in additional tax revenue...depending on what taxes are increased and by how much.  The problem is, the factors that dictate the results are ever changing.  Finding the taxing "equilibrium point" as a perfect example of trying to nail Jello to a wall.  If were east, anyone could do it.
