If @golfboy had said "fifty senators - and a concurring, present, and voting vice president - are all that is needed to pass a bill in the senate when all senators are present and voting", he would be correct and we wouldn't be having this discussion. He didn't say that, however.
If what the Vice President did was something other than casting a vote, they wouldn't call it a VOTE.

The VP is NOT a SENATOR, DILLASS!! 50 SENATORS CASTING A YEAH VOTE means that the bill will either PASS OR FAIL after the VP breaks the tie. There is no provision for the VP to vote EXCEPT in the case of a tie and then they cast a TIE BREAKER. Sucks you can't seem to fathom that ONE SIMPLE FACT!!

no one ever said the VP was a senator. He's just a guy who, occasionally, according to the constitution, gets to cast a VOTE in the senate.
And as I said, if you say that "fifty votes is all that is needed to pass a bill in the senate when all senators are present and voting", what do you do if the VP is off visiting the Prime Minister of Great Britain? fifty votes will NEVER be all that is needed to pass a bill in the senate when everyone is there. 51-49 gets it done, but 50-50 does NOT get it done. The VP gets to cast a vote in certain circumstances, and a full house and an even 50-50 split is one of those circumstances. And what do you do if the VP sides with those voting NAY? Is 50 votes all that is needed to pass a bill in the senate when all senators are present and voting but the VP does NOT want the bill passed?
Therefore...one last time...
