First... is the VP even in the chamber? If he isn't, the 50-50 bill goes away. If he is, and he supports the bill, he can cast the 51st vote and pass the bill, or he can abstain from voting if he does NOT support it and 50-50 loses.

Imagine a balance sheet. There are ASSETS in one column and there are LIABILITIES in the other column
Cash is an asset
Bank Accounts are assets
they are two different numbers but they are both assets
Accounts payable is a liability
Loan balances are liabilities

At the bottom of the balance sheet, the numbers in the assets column are totaled up and the numbers in the liabilities column are totaled up

Senator Yea votes... let's call them assets
Senator Nay votes.... let's call them liabilities
Vice President Yea votes .... let's call them assets.
Like on any balance sheet, assets are totaled up and liabilities are totaled up.

It doesn't say he did something other than VOTE... It calls his actions the same thing it calls the actions of the senators
His one YEA VOTE is added to the 50 senator YEA VOTES and the measure then passes
WITH 51 YEA VOTES
If the 100 senators split 50-50, and the VP is not present, the measure fails.
If the 100 senators split 50-50 and the VP does NOT support the measure, he or she does nothing and the measure fails 50-50.
Fifty VOTES are not all that is needed to pass a bill in the senate when all senators are present and voting. You must have 51. It can be 51-49 or it can be 51-50 but no bill passes in the chamber when it's full of voting senators with less than 51 votes. Every time.
Can we please agree to agree on this issue and, as gentlemen, move on?
