It doesn't say he did something other than VOTE... It calls his actions the same thing it calls the actions of the senators
His one YEA VOTE is added to the 50 senator YEA VOTES and the measure then passes
WITH 51 YEA VOTES
If the 100 senators split 50-50, and the VP is not present, the measure fails.
If the 100 senators split 50-50 and the VP does NOT support the measure, he or she does nothing and the measure fails 50-50.
Fifty VOTES are not all that is needed to pass a bill in the senate when all senators are present and voting. You must have 51. It can be 51-49 or it can be 51-50 but no bill passes in the chamber when it's full of voting senators with less than 51 votes. Every time.
Can we please agree to agree on this issue and, as gentlemen, move on?
