This is exactly what happens in 3rd world countries like India and Indonesia - lots of people are “silently unemployed” (not counted as part of the workforce) due to extreme saturation of labor so they’re forced to sell street food or do other types of low paying work in the “informal” sector.
Job training programs don’t do anything anyways because white collar work is saturated - you would just introduce more competition for limited white collar jobs (on top of the millions of H1Bs also joining the party)
Software = saturated
Most engineering fields = saturated
Most medical professions = artificially limited by AMA so it’s not like you have a choice, but are saturated anyway
Accounting = saturated
Trades = almost saturated (only silver lining is that the well paid ones are unionized, but it takes a while to get a union position or else you get paid peanuts)
Nursing / home care isn’t saturated but not everyone is keen on wiping Boomers’ asses

There is no “easy” solution to the problem I outlined above (imbalance between supply and demand for labor). For the individual, their best hope is get lucky, crime, be extraordinarily talented at something that makes money, start grifting / brown nosing, or buckle down and work like a donkey and hope you make it.
The US government could in theory deport tens of millions of foreigners (both legal and illegal) and start creating a massive jobs program back home but good luck with that - hasn’t been done since 1950s.
Where I live, entry level jobs are already hovering around $18-20 an hour because that what the market dictates, not what the Govt mandates. The lowest of the low hourly pay around here is $15/hr because employers realize that if they go much lower, no one will apply. Even then it's still nearly impossible to afford to live here for someone just starting out on those wages because of housing costs and inflation.
Raising the minimum wage doesn't do anything except drive up costs to the consumer, push small businesses under and strengthen the hold corporate America already has on the workforce. It's mostly political pandering and not a "solution" to anything.
Right now this Country has more of a housing problem than a wage problem, in my humble opinion anyway.

Housing is more of a symptom of the problem. Since the USA hardly produces anything tangible anymore, all that money is going into bidding up stocks, real estate, crypto, precious metals, and any other financial asset class higher (except maybe bonds that have cratered since 2021).
Someone who moves money in and out of the system in order to make a quick profit generates ~0 jobs. The vast majority of people who do "create jobs" see job openings as a necessary evil - they hate having to micromanage employees who may not show up on time (or sometimes not even show up at all) among other grievances.
A lot of jobs are also fake / useless (social work, HR, "project manager," "researcher") and, the moment there's a credit crunch, will get eliminated.
Unfortunately, because the vast majority of people need a job in order to make ends meet, this basically means the "money" is just sloshing about at the top as casino tokens while the real economy is withering on the vine.
